I'm guessing by border tones you mean tones that could be either one or the other in terms of chroma. I agree- those can be tricky even for many APers. Yeah, the keys have different characteristics, as do individual notes and chords (the note of the tonic + RP functions). I'd say score reading is still something I'm practicing... for anyone, that takes a lot of practice and can be quite challenging, especially highly complicated contemporary works....

I've seen this too- it's like changing shades of colour slowly, over a longish time period. Note also, that the shift never actually moved from one chroma category to another.
